The process used to elect the governing body for the proposed County Durham and Darlington foundation trust has been slammed by a councillor.
Three places are available to represent 83,000 inhabitants of the Durham City district, but only 500 people registered to vote, according to Lib Dem group leader Nigel Martin.
He said: "I bet the vast majority of the public had no idea what was going on."
